Unless you are really dedicated to post game context the go with 6. On the other hand 5 does have a whole New Game + mode with a bunch of different difficulty settings which so far I've found to be better than 6's post-game. Far Cry 5 is far more polished and feels like a complete game.
Yeah the budget limit is awful, I remember in the editor of 2, 3 and 4 (despite having much worse editors in comparison to 5s), you could make the biggest and most detailed maps you possibly could, sacrificing FPS of course, but still worth it.
